But the ultimate employer is the public, as anything coming out of the public privy should belong to the 'people. If the employee refuses, he shall automatically be deemed guilty and dismissed from his position. This is a very simple concept that is practiced in the west. If the employee was asked to leave the premises and refused, only then should the police be involved. This situation is not surprising considering the amount of citizens arrests that are made.
