I guess he wants to display the ease with which one can get drugs in Bahrain. That’s fine, and its common knowledge, but bringing his cache to parliament (a joint and some pills) and accuses the coast guard of not knowing the difference between milk powder wheat flour and cocaine (as if he does.. but wait, maybe he does!) is a bit much.

What’s next? Bringing slaughtered carcasses of sheep and goats into the parliamentary sessions to make a point?

Mohammed Khalid should most definitely smoke that joint (or is that a pill?) he’s holding aloft, God knows he needs to chill more than anyone else!

    The outraged MP (did he inhale?) provided some other interesting info!

    He noyed that Bahraini Customs officials cannot distinguish between wheat flour and heroin.
    From personal experiences I know that can, at least, recognise, on sight, what subervisive books are… and confiscate them.

    I humbly submit this to help re-educate our beloved cutoms officials (as part of my patriotic duties)

    Funny you should say that AbuRasool, there was a small column in today’s Al-Wasat highlighting the rampant censorship by banning a number of books from the forthcoming Bahrain Book Fair by Nada Al-Wadi, in which she says:

    افتتح معرض البحرين الدولي الثاني عشر للكتاب هذا الأسبوع، بمشاركة مختلف الدول العربية التي تعرض في 420 جناحاً على مساحة قدرها ثمانية آلاف متر مربع كتباً متنوعة.

    وفي كل عام، يستقطب المعرض الكثير من القراء البحرينيين المغرمين أو غير المغرمين بالقراءة، أو باقتناء الكتب على اختلافها. وفي كل عام أيضاً، تتنوع الكتب التي تعرضها المكتبات العربية، التي اعتاد بعضها منذ سنوات أن يشارك في هذا المعرض، حتى يمكن لمن يرتاد المعرض كل عام، أن ينمي علاقة صداقة «سنوية» مع البائعين في أجنحة المعرض المختلفة، لأنهم اعتادوا الحضور كل عام. المعرض احتفالية ثقافية جميلة، لكن تصحبها دائماً أسئلة عن أسلوب اختيار الكتب المعروضة، والرقابة على ما يباع أو ما لا يباع. أحد وكلاء المكتبات في المعرض ذكر لي مرة أن كمية كبيرة من الكتب التي أحضرها، دينية وسياسية وتاريخية، لم تأخذ طريقها للعرض، لأن وزارة الإعلام لم توافق عليها، وبعضها، حسبما ذكر الوكيل، لا تحمل أي حساسيات أو مغالطات من أي نوع، وتباع في الدول العربية بشكل طبيعي، لكنها منعت من العرض هنا. وذلك يجعلنا نسأل عن وجود «قائمة كتب ممنوعة» من الظهور في المعرض مثلاً، وعن أسباب المنع، وخصوصاً أن القراءة واختيار الكتاب حق للجميع، لا يجب التعدي عليه في البحرين، البلد التي يضرب به المثل في دول الخليج في توفير مختلف الكتب.

    One of my distinct childhood memories is us coming back from Syria, after the only family holiday I have ever been on, where at the customs desk at Bahrain airport they emptied all of our bags and couldn’t give a damn about what was in them, except of course a bunch of books which the customs officer rather pomposely held aloft and shouted accusingly at my dad that those books are banned and they are “communist material.” My dad told him to basically to bugger off and if he can’t read and comprehend what those books are about, then it’s not his problem.

    Needless to say that we were their guests for a a while before they decided that in return for our freedom they will confiscate the books.

    I will never, ever, forget that situation. It was a turning point in my life. I was about 12 at the time I think.

    No! Mahmood , it is funny you write this.

    Melancholic homesickness –sorry SBG for intruding 😉 — led me me this weekend to pick Ali Abdulla Khalifa’s colllection of poems Atash al-Nakheel which was illusterated by Nasser Alyousif.
    Those emotive sketches gave Ali’s powerful words some additional dimensions.

    Having those drawings in mind, I dare guess that your dad and his ‘bunch of books’ were targeted.

    I love that diwan. I think it’s one of the best Ali Abdulla Khalifa has written and of course I love the sketches my dad did for the poetry.

    My dad wasn’t an activist, but I do remember the door being knocked at odd times of the night a couple of times!

    If I was a cop, I’d arrest him in the parliament building for possesion. Then I’ll cover him with the danish flag, put on some heavy metal music, eat a BLT sandwich and repeatedly sing ‘Simsima, who got the keys to my beemer’ where he would reply ‘Who am IIIIIIIIIIII’.

    In an article in Akbar Al Khaleej lawyer Fatima Alhawaj says that DA should prosecute Mohammed Khalid for possession of drugs. She says that he could have been cought red handed by police without the need for permission from DA or dropping of his parlimentary immunity.

    جريمــــــة حيـــــــازة المخــــــدرات تحــــت قبــــة الـــبرلمان تسقـــط الحصـــانة!

    طالعتنا احدى الصحف المحلية بصورة لأحد أعضاء البرلمان حاملا في يده مادة مخدرة وهو يسأل وزير الداخلية عن ظاهرة انتشار المواد المخدرة في البحرين بغضب لإضاعة رجال خفر السواحل قضية مخدرات بها 350 كيلو حشيش بسبب عدم معرفتهم الإجراءات القانونية والقانون يقول لك يا سعادة النائب:

    إنك ارتكبت جريمة إحراز المواد المخدرة المعاقب عليها قانون المخدرات طبقا لأحكام المادتين رقمي (23) و(24). فأركان جريمة إحراز وحيازة المواد المخدرة تتكون يا سعادة النائب من ركنين هما المادي والمعنوي. فالركن المادي توافر بحيازتك الفعلية للمادة المخدرة في يدك والركن المعنوي توافر باتجاه إرادتك لحيازتها وإحرازها. وأنت تعلم أن ما كنت تحمله في يدك مادة مخدرة فبالتالي توافر القصد الجنائي. الأمر الذي يستوجب عقابك طبقا لأحكام المادتين المشار إليهما أعلاه. فالقانون يا سعادة النائب لم يستثنك من العقاب لحيازتك وإحرازك المواد المخدرة وأن كنت تحت قبة البرلمان. عضو البرلمان يفترض أن يكون حامي ومشرع القوانين فيكون بهذا الفعل قد خالف القانون مما يستوجب معاقبته على هذا الفعل لأنه كان في حالة من حالات التلبس وبالتالي تسقط عنه الحصانة البرلمانية فورا حيث كان يتعين على رجال الشرطة أي مأموري الضبط القضائي الذين كان ينتقدهم عضو البرلمان بشدة أن يقبضوا عليه من دون حاجة إلى اذن من المجلس لإسقاط الحصانة البرلمانية عنه لارتكابه فعلا يجرمه القانون. والقانون يا أعضاء البرلمان. لا يفرق بشأن البواعث التي أدت إلى حيازة عضوكم للمادة المخدرة وبالتالي هو يستحق العقاب حاله حال أي فرد في هذا المجتمع فكان يتعين على رجال الشرطة الموجودين القبض عليه فورا وتوقيفه 48 ساعة ثم إحالته إلى النيابة العامة للتحقيق معه بعد اذن المجلس حاله حال أي متهم حاز وأحرز المادة المخدرة ولكي تعرفوا معاناة الموقوفين من المتهمين فترات طويلة قد تبلغ الثمانية الأشهر على ذمة التحقيق وغالبا ما يكون بسبب عدم ورود تقرير المختبر الجنائي لفحص المواد المخدرة في هذا النوع من القضايا مما يجعل المتهم يعاني معاناة نفسية يدخل في ضوئها مستشفى الطب النفسي للعلاج بحبوب مهدئة للاكتئاب مما ينتهي به الحال إلى إدمان هذه الحبوب. ونحن نتساءل لماذا لم يقم أحد رجال الضبط بالقبض عليه مباشرة فور مشاهدتهم حيازة عضو البرلمان المادة المخدرة وان كان تحت قبة البرلمان؟ ألا يعرفون أن فعله هذا يعد حالة من حالات التلبس تجيز لهم القبض عليه مباشرة من دون اذن من النيابة العامة ودون حاجة إلى اذن من المجلس بإسقاط الحصانة عنه؟ إن القانون في تطبيقه لا يفرق بين عضو برلمان في حالة تلبس وبين فرد عادي في المجتمع. إذ «قوم الدنيا ولم يقعدها« هذا العضو على المرأة التي نشرت قصتها في إحدى الصحف لإدارتها ملهى ليلي وعدها تحرض علنا على ممارسة الدعارة وذهب إلى النيابة العامة مسرعا لتقديم شكوى ضدها ولم يهدأ له بال إلا يوم تم القبض عليها من قبل النيابة العامة وإيداعها سجن النساء. رغم أنها لم تصرح بذلك علنا وكل الذي فعلته أنها نشرت قصتها ببساطة الإنسان الجاهل للقانون مما حدا بوكيلة النيابة لإصدار أمرها بتوقيف تلك المرأة. أليس من العدل أن تساوي النيابة العامة قانونياً بين المرأة التي سعى جاهدا عضو البرلمان حائز المادة المخدرة إلى توقيفها وبينه بتهمة ارتكابه جريمة إحراز المادة المخدرة أمام مرأى ومسمع عامة الناس؟ أليس من العدل أن تأمر النيابة العامة أو أي رجل شرطة بالقبض عليه فور مشاهدتهم له بحيازته المادة المخدرة؟ يا سعادة عضو البرلمان. قانون العقوبات لم يفرق بين الباعث الشريف وغير الشريف لحيازتك المادة المخدرة وهو استجوابك أو سؤالك لوزير الداخلية فكان يكفي أن تواجهه بالموضوع من دون حاجة إلى حيازة المادة المخدرة. إلا أن النائب بهذا الفعل خالف القانون وتساوى قانونيا بينه وبين من دخل سجن جو لارتكابه جريمة حيازة المادة المخدرة. وهذا ان دل على شيء فإنما يدل على الجهل القانوني عند بعض النواب وأن صولات والجولات أعضاء البرلمان هذه الأيام ما هي إلا دعاية انتخابية لقرب انتهاء الدورة البرلمانية فيحاول الكثير منهم طرح موضوعات ساخنة أشبه بالدعاية الانتخابية تحت قبة البرلمان التي لا تكلفهم مبالغ مادية بل على العكس يتقاضون عليها راتبا شهريا. ختاماً أقول: لقد كان من العدل أن تأمر النيابة العامة على الفور بالقبض على عضو البرلمان ومعاقبته على مخالفته القاعدة القانونية إلا إذا كانت القوانين لا تطبق إلا على المستضعفين في المجتمع.

    Adel, this guy should have also been arrested, or at the very least reprimanded by a parliamentary disciplinary committee for burning the flag of a friendly nation. As a member of parliament he should be held at a very much higher moral code than lay persons.

    Let’s recap at this brain-fartist then since he invaded parliament, and these incidents are from memory so there might well be more:

    1. leading a demonstration against Big Brother, a program and a company which was fully legal and authorised, but he took offence and led a demonstration which closed down the program, made quite a number of people redundant, chased the capital that MBC could have pumped into the economy, and scuppered the chances of Bahrainis being trained by a professional organisation.

    2. getting into fist-cuffs brawl in parliament because he wanted to issue a statement FOR “the brave Fallujians” and against everyone else. When opposed in parliament he immediately took it as an attack on himself, his religion and his sect, forgetting for a moment that the very people he is riling for, are the community responsible for the majority of terrorist attacks against Iraqi civilians at that time. What did he demonstrate by this? Sectarian motives – his sectarian motives – are more important than life itself for “others” who do not share his myopic views. And of course there is that little thing of a parliamentarian interfering in the internal affairs of a foreign power, some would call this interference traitorous.

    3. Leading a demonstration against the objectionable cartoons and (a) burnt Danish flags after Friday prayers, (b) led a demonstration against Denmark, (c) pioneered the boycott of Danish goods, (d) at round-about 3 in Hamad Town hung placards and banners calling the Danish people, all of them cows, the banner read something like “How dare the Danes, who are cows, denigrate Mohammed”. This person has generalised and politicised an issue which a parliamentarian should have handled with tact and understanding to ameliorate bad feelings.

    4. Bringing banned substances into the sanctity of Parliament, brazenly flouting them in the face of his fellow parliamentarians and the Minister of Interior. Unfortunately this golden opportunity was not utilised to demonstrate the power of law by immediately apprehending him for possession.
