I’ve heard of this before happening in Bahrain, but on the 6th anniversary of The Charter which was the long awaited promise for Bahrain to forge ahead into modern democratic countries, I thought that this particular police method was history.
Apparently not, according to this report:

أقدم رجال الشرطة عصر أمس على اعتقال Ø£ØÂد المواطنينÙÂيمنطقة باربار بسبب تورط أخيه الأكبر ÙÂيقضية اعتداء على شخص آخر.وتشير التÙÂاصيل بØÂسب رواية Ø£ØÂد Ø£ÙÂراد أسرة المعتقل إلى أنأخاه الأكبر دخل ÙÂيعراك مع Ø£ØÂد الأشخاص، ÙÂقام الأخير منجهته بالإبلاغ عنه ÙÂيمركز الشرطة، وبعد ÙÂترة منالزمنتنازل المدعيعنالقضية ولكنالمØÂكمة أمرت بالقبض على أخيه ÙƒØÂÙ‚ للمدعيالعام.
وأشار إلى أنأخاه المتورط ÙÂيالنزاع رÙÂع قضية استئنا٠عنطريق Ø£ØÂد المØÂامينودÙÂع إليه مبلغاً مقدماً لكييستأن٠القضية، ولكنالشرطة طالبوا بتنÙÂيذ أمر المØÂكمة بالقبض عليه لكنه لم يمتثل لهذا الأمر. وعليه ØÂضر رجال الأمنإلى المنزل ÙÂخرج إليهم شقيقه الأصغر الذيليست له أييد ÙÂيالموضوع، ÙÂطلب منه الØÂضور إلى مركز شرطة البديع للاستماع إلى أقواله ومنذ ذلك الØÂينلم يعد إلى المنزل بعد أنتم القبض عليه ØÂتى يسلم شقيقه الأكبر Ù†ÙÂسه إليهم. وأكد المتØÂدث أنأÙÂراد الأسرة طلبوا لقاء الضابط المناوب لكنه لم يكنÙÂيمركز الشرطة، مطالباً بالإÙÂراج عنشقيقه الذيليس له ذنب ÙÂيكل ما جرى
What is reported here is that the police wanted to apprehend a person, although the person supposedly had appealed the case and the appeal has been accepted by the court; however, the police presumably did not know about the appeal and and wanted to execute their job by apprehending the person.
Turning up at his home, they couldn’t find him. What they did find is his younger brother whom the report alleges that the police is using as a hostage to force the elder brother to present himself at the station!
Brilliant police work. Any human rights organisation around to look into this before it becomes (once again) the “done thing” and becomes a legitimate police method?
update 16 Feb, ’07: News released by the police state that the younger brother’s apprehension was due to him facilitating his brother’s escape and thus was charged with hindering the police from executing their duties. He was later presented to the public prosecutor charged as such. The report does not indicate whether the elder brother surrendered himself or was caught yet.

I have noticed that the police function quite smoothly. Of course, nothing is perfect and their are lapses in the system. The courts and police network possibly needs to be upgraded.
Regarding the issue of holding a relative, that is not right. I am sure that it is not new. They could always request a family member to come for coffee/tea and assist with the clarifying the issue.
Aah the National Charter, Mahmood my friend, and the rosy days we were promised we’d live…probably the biggest U-turn in Bahrain’s history!
Your majesty, if you get a chance, could you maybe loosen the rope round my neck ‘cos I’ve got a brain the size of a planet yet I spend my days passing screwdrivers to technicians thanks to the sectarian rules you’ve enforced in the land.
It would be really cool if you could give 80% of the people of this tiny island a little more than just 18% of the available jobs (BCHR) . I don’t want to be in the defence force, I can understand your feelings about that prospect, but hey, how about high-level jobs that are currently filled by either freshly imported bedouins or those whose ancestors were part of the same caravan that brought your ancestors to Bahrain 200 years ago.
It would also be nice if you could provide the public with more beaches. God knows I could do with a good swim in open waters right now to get my mind off this miserable situation that I currently find myself living in. 97% of the shoreline is a bit too high don’t you think to be privately owned (BCHR)? I wouldn’t mind sharing the 3% with the rest of the 0.7million living here, but you know, it can sometimes get a bit crowded.
Also, what’s up with the BD150 allowance that every single soul who belongs to the ruling family gets every month, from cradle to grave? Hell, I bust my a** every day and get three times that come pay day…And I’m a postgrad alumna of one of the top engineering schools in the world!
I hope you can understand my frustration. I know you have a lot of power, I mean you and the Almighty Creator of the seven heavens and seven seas are almost shoulder to shoulder, which is why I’m optimisitic about the future. Especially when I think back and recall something my primary school teacher said: If your neighbor’s beard is shaven off, pour water on yours.

Question, can you sue for being held without any legitimate reasoning?!?!?
The excuse would be that he wasn’t charged anyway and he’s “helping police with their investigation.”
On the books, it’s very valid and proper of course. Nothing to it. But from our past experience in Bahrain, we know otherwise.
The police sure need to clean up their image, and this does not help that department.
It must have been a misnomer!
Most of us in the US who even have a clue that there is a country called Bahrain thought it was a fairly modern constitutional monarchy, a kind of benign Dictatorship set firmly in the 21st century. I guess it is but things like this show you have a long way to go to become what we would consider free. The idea that the police could hold my loved ones accountable for my actions would certainly be effective in controlling me but still, what an incredibly unjust practice.

قضت المØÂكمة الصغرى الجزائية الرابعة يوم أمس (الأربعاء) بإدانة مواطنة بØÂرينية تترأس شبكة للدعارة مكونة منÙÂتاتينبØÂرينيتينوأخرى عربية بالإضاÙÂØ© إلى شاب بØÂريني.
وأمرت المØÂكمة بØÂبس المتهمة الأولى وهيمنتقوم بالتØÂريض والتسهيل على ممارسة الدعارة لبقية المتهمات وهيمنذويالأسبقيات بØÂبسها عامينمع النÙÂاذ، ÙÂيما قضت المØÂكمة بØÂبس بقية المتهمات بالإضاÙÂØ© إلى الشاب المتهم بالØÂبس مدة 6 أشهر٠مع النÙÂاذ.
كما أمرت المØÂكمة بإبعاد المتهمة العربية منالبلاد إبعاداً نهائياً بعد انتهاء ÙÂترة العقوبة.
يشار إلى أنوكيل النيابة العامة ØÂسنالعتيبيتولى التØÂقيق مع المتهمين، إذ وجه للشابتينتهمة التكسب بشكل جزئيمنممارسة الدعارة، ÙÂيما وجه للمرأة البØÂرينية تهمة التØÂريض على ممارسة الدعارة، والتكسب منذلك.

وتشير التÙÂاصيل إلى أنه وبناءً على تØÂريات منقسم مكاÙÂØÂØ© الآداب العامة التابع للإدارة العامة للتØÂقيق والمباØÂØ« الجنائية وردت أنباء عنوجود مواطنة بØÂرينية منأصØÂاب السوابق تقوم بتØÂريض شابات بØÂرينيات وعربيات الجنسية على ممارسة الدعارة مقابل مبالغ مالية. وإثر تلك المعلومات تم إعداد كمينللمتهمات، وذلك بالتعاونمع مصادر سرية خليجية، وتم تصوير مبلغ٠منالمال بغرض تزويده المتهمات نظير ممارستهنالدعارة معهن، ÙˆÙÂيأØÂد الأيام توجه المصدر الخليجيإلى Ø¥ØÂدى القاعات التيتعمل ÙÂيها المØÂرضة بأØÂد الÙÂنادق، وطلب المصدر ÙÂتاتينبØÂرينيتينلممارسة الجنس معهنّ، ÙÂطلبت المØÂرضة مبلغ مئتيدينار نظير توÙÂير تلك الÙÂتيات للمصدر، وأبدى الأخير مواÙÂقته على المبلغ، وتم الاتÙÂاق على الأمر، ومنثم توجه إلى سيارته واهماً المØÂرضة بأنه سيتوجه للمصر٠لسØÂب المبلغ، ÙÂيما قامت المØÂرضة بتوصيل الÙÂتيات للمصدر بسيارة تابعة لها، وتسلمت مبلغ مئة دينار عنتوÙÂيرها الÙÂتاتين، ÙÂيما تسلمت كل ÙÂتاة مبلغ 150 ديناراً منالمصدر الخليجي، وتوجهوا إلى Ø£ØÂد الشاليهات بأØÂد المنتجعات،
ÙˆÙÂيذاك اليوم قضى المصدرانالخليجيانيومهما مع الÙÂتاتين، وتأكدا منتورطهما ÙÂيممارسة الدعارة
بعدها تم استصدار إذنمنالنيابة العامة بالقبض على المتهمات، وتوجهت المصادر الخليجية منجديد إلى صالة المØÂرضة البØÂرينية، وطلبوا منها ممارسة الدعارة مع الÙÂتيات أنÙÂسهنّ، ÙÂأبدت مواÙÂقتها على طلبهم، مشترطة تلبية الطلب نظير ØÂصولها على مبلغ 300 دينار على أنيكونتوزيعها بالتساويعلى المتهمات الثلاث.
بعدها توجهت المتهمات إلى المنتجع ذاته، وتم القبض عليهنوهنّ متلبسات، وتم عرضهنّ على النيابة العامة، إذ أمر عضوها ØÂسنالعتيبيبØÂبسهنّ على ذمة القضية.
